Travel Requirements to the Philippines

Here are guidelines for travel to the Philippines.
All guests bound for the Philippines are required to register for One Health Pass within 72 hours before the flight and save a printed/digital copy of the QR code at the end of form. Present this upon check-in and/or arrival. Complete the registration before going to the airport to avoid delays in checking in.
The following are additional travel requirements per passenger type, to be presented upon check-in and/or arrival:
Fully Vaccinated Filipino Nationals:
Proof of Complete Vaccination for COVID-19 (except for children below 12 years old)
Negative RT-PCR test result, taken within 48 hours before departure or a negative Antigen test (remotely supervised or laboratory-based), taken within 24 hours before departure. The following passengers are exempted from this requirement:
Filipino nationals aged 18 and above who have received primaries series COVID-19 vaccine and at least 1 COVID-19 booster shot
Filipino nationals aged 12 to 17 who are fully vaccinated
Filipino nationals below 12 years old, regardless of vaccination status, who are accompanied by fully vaccinated parents / guardians
Fully vaccinated arriving Filipinos are not required to undergo quarantine, even if they don’t have a booster, nor a negative RT-PCR / Antigen test result.
Fully Vaccinated Foreign Nationals:
Proof of Complete Vaccination for COVID-19 (except for children below 12 years old)
Negative RT-PCR test result, taken within 48 hours before departure or a negative Antigen test (remotely supervised or laboratory-based), taken within 24 hours before departure. The following passengers are exempted from this requirement:
Foreign nationals aged 18 and above who have received primaries series COVID-19 vaccine and at least 1 COVID-19 booster shot
Foreign nationals aged 12 to 17 who are fully vaccinated
Foreign nationals below 12 years old, regardless of vaccination status, who are accompanied by fully vaccinated parents / guardian.
Passport valid for 6 months upon arrival in the Philippines
Return Tickets (for temporary visitors)
Self-monitor for 7 days upon arrival
Foreign Children Traveling with Filipino Nationals / Unvaccinated Filipino Minors Traveling with Filipino Nationals:
Below 12 years old: shall follow the entry, testing, and quarantine protocols of the Filipino parent traveling with them
Between 12 to 17 years old: shall follow the entry, testing, and quarantine protocols based on their vaccination status. For unvaccinated minors, either foreign or Filipino parents should accompany them during facility-based quarantine.
Unvaccinated, Partially Vaccinated, or Individuals whose Vaccination Status cannot be independently validated:
Negative RT-PCR test result, taken within 48 hours before departure or a negative Antigen test (remotely supervised or laboratory-based), taken within 24 hours before departure.
Facility-based quarantine until the release of a negative RT-PCR test result, taken on the 5th day from arrival
Fully-Recovered Filipino Nationals with a positive pre-departure RT-PCR test result:
Positive RT-PCR test result, taken not earlier than 10 days but not later than 30 days before departure
Positive RT-PCR test result, taken within 48 hours before departure
A medical certificate issued by a licensed physician stating that the Filipino national certifying that he/she:
was an asymptomatic, mild, moderate, severe or critical case of COVID-19;
has completed the mandatory isolation period;
is no longer infectious; and
has been allowed free movement and travel.
Quarantine upon arrival:
if fully vaccinated - no facility-based quarantine, but must self-monitor for 7 days
if unvaccinated / partially vaccinated / vaccination status cannot be independently validated - Facility-based quarantine until the release of a negative RT-PCR test result, taken on the 5th day from arrival followed by home quarantine until the 14th day
Guidelines for Unaccompanied Filipino Minors:
For Minors with ages 12-17:
Fully vaccinated and boosted – no quarantine and testing upon arrival
Fully vaccinated with a negative RT-PCR / Antigen test - no quarantine and testing upon arrival
Partially vaccinated / unvaccinated (with or without coordination with DSWD) – must quarantine and undergo testing upon arrival
For Minors with ages 4-11:
Fully vaccinated with prior coordination with DSWD - no quarantine and testing upon arrival
Partially vaccinated / unvaccinated with a negative RT-PCR / Antigen test - no quarantine and testing upon arrival
For Minors with ages 3 and below:
Prior coordination with DSWD before entry
RT-PCR / Antigen test for minors shall follow guidelines for COVID-19 tests for adults.
Guidelines for Unaccompanied Foreign Minors:
For Minors with ages 15-17:
Fully vaccinated and boosted – no quarantine and testing upon arrival
Fully vaccinated with a negative RT-PCR / Antigen test - no quarantine and testing upon arrival
Fully vaccinated only (no booster, no COVID-19 test) - must quarantine and undergo testing upon arrival
Partially vaccinated / unvaccinated – must quarantine and undergo testing upon arrival
For Minors with ages 5-14:
Fully vaccinated with prior coordination and endorsement letter from the designated foreign embassy and airline – no quarantine and testing upon arrival
Fully vaccinated and boosted – no quarantine and testing upon arrival
Fully vaccinated with a negative RT-PCR / Antigen test - no quarantine and testing upon arrival
Fully vaccinated only (no booster, no COVID-19 test, no prior coordination and endorsement letter) - must quarantine and undergo testing upon arrival
Partially vaccinated / unvaccinated – must quarantine and undergo testing upon arrival
For Minors with ages 4 and below:
Must have prior coordination with endorsement letter of designated foreign embassy and airline prior departure from port of origin. DFA endorsement letter can be an acceptable alternative.
Failure to present the necessary documents upon arrival will require the minors to undergo mandatory quarantine. Unaccompanied foreign minors must also register for One Health Pass and present an Authorization Letter from the parent/s or guardian/s indicating the name and address of the guardian in the Philippines who can accompany the minor in the quarantine facility and that the parents/guardians are allowing the minor to undergo mandatory quarantine and RT-PCR testing.
Please bring the following documents to verify / confirm your vaccination status:
World Health Organization International Certificates of Vaccination and Prophylaxis; or
VaxCertPH; or
National/state digital certificate of foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF
Guests connecting to or from other airlines must go through applicable immigration and arrival procedures, before being allowed to check-in with Cebu Pacific for the onward destination.
